Palestinian protesters clash with Israeli troops

RAMALLAH, West Bank Hundreds of Palestinian protesters clashed with Israeli security forces Thursday, hurling rocks and burning tires at a West Bank demonstration to show solidarity with Palestinian prisoners held by Israel.

Palestinians have staged protests across the West Bank all week in solidarity with the 4,500 prisoners held by Israel. Four of the prisoners are staging a hunger strike and the worsening condition of one, Samer Issawi, sparked the latest round of unrest between the protesters and Israeli troops.

His hunger strike has drawn international attention and concerns from notables such as U.N. Secretary-General Ban Ki-moon.

Issawi is incarcerated for violating the terms of his release from a previous prison term. On Thursday, an Israeli court sentenced him for eight months from the day of his arrest on July 7, meaning he could be freed as early as next month.

But Palestinians officials said it wasn't a done deal because Issawi also faces separate charges in a military court and there were no indications that he planned to end his hunger strike.

Some 2,000 people gathered at the Beitunia military checkpoint, hoping to march to a nearby military prison, where some of the prisoners are held. When the military prevented them from proceeding, protesters began rioting by hurling stones and burning tires. The demonstrators, some masked and others draped in the green flags associated with the militant group Hamas, attempted to block a road using large stones, garbage bins and tires set ablaze. Israeli soldiers responded with rubber-coated bullets and tear gas to disperse the crowd and a bulldozer cleared debris from the road.

Palestinian Red Crescent official Mohammad Samhan said 27 people were injured in the clashes. Some 30 others were treated for tear gas inhalation.

The Israeli military said there were an estimated 300 people demonstrating and that security forces used nonlethal means to break up what it called a violent riot. It said two Israeli civilians were injured. Video shot by The Associated Press showed an Israeli TV journalist running from the unrest, his hand covering a wound on his head, his face and shirt bloodied.

The Palestinians who are protesting consider all the prisoners heroes in their struggle against Israeli occupation. But much of the attention has focused on the 35-year-old Issawi, whose health has severely deteriorated after an on-again, off-again hunger strike stretching more than 200 days.

Issawi was hospitalized over the weekend after he lost consciousness, but his lawyers said his condition improved after receiving vitamins and minerals intravenously.

Last year, hundreds of Palestinian prisoners went on a mass hunger strike to demand better conditions in jail. In a deal mediated by Egyptian officials, they were promised more family visits and limits on administrative detention.

Issawi was among those freed in a 2011 exchange that released hundreds of Palestinians, many of them militants involved in deadly attacks, in exchange for an Israeli soldier held by Hamas-backed militants. Israel says Issawi was released after serving six years of a 26-year sentence for attempted murder and weapons possession charges among others.

B.C. doctors leading a campaign to reconsider the origins of ovarian cancer

Part one of a two-day series

After losing her mother and grandmother to ovarian cancer, 39-year-old Justine Greene took what she and her doctors consider fate-altering, pre-emptive action ? she had her Fallopian tubes removed.

The executive director of Big Sisters was emboldened by the BC Cancer Agency pronouncement that the majority of high-grade serous carcinomas ? the most common and deadliest type of ovarian cancer ? actually originates in the tubes, not the ovaries.

B.C. is believed to be the first jurisdiction in the world with a prevention campaign based on a controversial change in surgical paradigm involving Fallopian tube removal. Gynecologic oncologists and other B.C. experts recommend women consider Fallopian tube removal while undergoing hysterectomies or tubal ligations ? otherwise, a potential cancer prevention measure could be missed. Tube removal, B.C. experts contend, is a straightforward procedure that shouldn?t cause surgical complications or other risks when being done by skilled obstetrician/gynecologists.

There is not yet any peer-reviewed evidence to prove the change in practice will prevent ovarian cancers, but if the theory is correct, it could represent the first big B.C.-led cancer prevention strategy since the 1950s, when the province became the first jurisdiction in the world to introduce a Pap smear program to dramatically reduce cervical cancer incidence.

Dr. Dianne Miller ?I do concur that if Dr. (Dianne) Miller (head of the BCCA gynecology oncology group, pictured above) and her team are correct, this would be a true breakthrough cancer prevention discovery made in B.C.,? said BCCA president Dr. Max Coppes.

The 2010 recommendation to about 225 gynecology surgeons in B.C. to use hysterectomies and tubal ligations ? two common procedures in which Fallopian tubes are easily accessible ? to remove the tubes was unprecedented. Traditionally, tubes were left behind during such operations, as a matter of surgical convenience, habit, or because of uncertainty about the effects of taking out another body part.

Greene was a featured speaker when B.C. experts pleaded with surgeons to adopt the new protocol. They justified the recommendation for change based on discoveries that the deadliest tumours start in the tubes, not the ovaries, as well as evidence gleaned from B.C. databases. The latter showed that 20 per cent of ovarian cancer patients had previously undergone a hysterectomy in which their Fallopian tubes were left in, raising suspicions that if the tubes had been taken out, patients may not have developed ovarian cancer.

As well, up to 15 per cent of ovarian cancer patients had had a previous tubal ligation, reinforcing the theory that complete removal of the tubes might have eliminated cancer risk.

Fallopian tubes as ovarian cancer culprits by The Vancouver Sun

While grieving the death of her high-profile mother ? B.C. Business Council CEO Virginia Greene ? Justine insisted her gynecologist take out her tubes while leaving her ovaries intact. As a self-described pragmatist, a ?safer than safe kind of gal,? she wanted to ensure her child wouldn?t lose his mom to the same disease that had claimed her mother, and her grandmother before that.

She was certain she isn?t having more children, so her Fallopian tubes, whose sole function is for reproduction purposes, were no longer needed.

?I potentially changed my destiny on that day in March 2011, when I went in for the surgery at St. Paul?s Hospital that took all of 34 minutes. I don?t know that I?ve eliminated the entire risk, but at the moment I?m hedging my bets about doing what I can do to end the story of ovarian cancer in my family,? she said.

Greene didn?t fit the typical criteria for the new B.C. guideline on Fallopian tube removal ? she wasn?t having a tubal ligation for sterilization purposes, nor was she having a hysterectomy. And even though she lost two female relatives to ovarian cancer, genetic testing on her mother didn?t turn up an inherited gene mutation that predisposes women to breast and ovarian cancers.

(The lifetime risk of ovarian cancer is 1.4 per cent in the general population, but in women with what are called BRCA gene mutations, it is 20 to 50 per cent).

No one was going to convince Greene there wasn?t some still-unknown genetic mutation affecting her family. Her gynecologist, Dr. Stephanie Rhone, agreed it was prudent to remove her Fallopian tubes, and when Greene is closer to menopause, she?ll get her ovaries removed, too.

?My mom would have supported my decision 100 per cent. She would have done this herself except she thought her mom died of colon cancer,? said Greene, noting that when geneticists did some medical detective work, they found an autopsy report on her grandmother showing her grandmother?s primary cancer was actually ovarian.

Like Greene, Kathy Cooper, a Lions Gate Hospital nurse and mother of two, has also had her Fallopian tubes removed, and so has her sister in Calgary.

?As an operating room nurse, I know how straightforward this is,? said Cooke. ?So when my gynecologist offered it during our consultation about a tubal ligation, it was a no-brainer for me, given that it could protect me against ovarian cancer.

?I?ve been a nurse for eight years, and in that time, I?ve probably been in the OR for maybe 15 tubal ligations. Removing the tubes (instead of clipping them or tying them off) took maybe an extra 10 minutes. I wasn?t concerned at all about risks or complications, not at all.?

These women are but three of tens of thousands of Canadians swayed by the audacious, game-changing guidance from B.C.?s ovarian cancer experts regarding Fallopian tube removal for ovarian cancer prevention.

About two dozen B.C. ovarian cancer experts maintain there?s ?indisputable? evidence that the tubes, not ovaries, are most often the initiating site for cancer. It?s a perspective shared by numerous leading scientists around the world. Yet there is no unanimity in the medical community on removal of tubes to reduce ovarian cancer risk.

It would appear, however, that the B.C. innovation is having a profound influence on doctors and patients across Canada. According to the Canadian Institutes for Health Information, the number of hospitalizations for Fallopian tube removal performed on B.C. women in 2008/2009 was 3,806, but it rose to 4,034 in 2009/10, 5,287 in 2010/11 and 6,133 in 2011/12. Across the nation, the number rose from 28,999 in 2008/2009 to 34,611 in 2011/12.

(The data does not distinguish between procedures done for cancer causes or cancer prevention, nor does it explain what proportion of the increases are related to the new surgery paradigm.)

Dr. David Huntsman Proponents of the practice, led by BC pathologist Dr. David Huntsman, pictured above, regard the new paradigm ? and the study of it ? as a ?moral imperative.? Huntsman and his Ovarian Research Program (OvCaRe) colleagues fully concede it is an ambitious, as-yet-untested cancer prevention strategy, but one that shouldn?t be stalled since ovarian cancer is a disease killing too many women.

Ovarian cancer is the fifth most deadly cancer among women. About 2,600 Canadian women will be diagnosed with it this year (300 in B.C.) and 1,750 will die from it (220 in B.C.).

B.C. experts say there?s urgency behind the new protocol since there?s no way to screen for ovarian cancer in seemingly healthy women. Symptoms are often vague, and it?s usually detected in the advanced stage. It has the highest death rate of all gynecological cancers (up to 70 per cent) and has not seen any true advances for decades, in either curative or life-prolonging treatment.

?Some people have been early adopters of the practice (of removing tubes) we?re extolling. It?s gone viral in some places, and not in others,? said Dr. Dianne Miller, head of gynecologic oncology at the University of B.C. and BCCA.

In medical jargon, the procedure touted by B.C. experts is called prophylactic, risk-reducing salpingectomy. Mathematical modelling by the BCCA has projected a 40-per-cent reduction in ovarian cancer deaths over the next 20 years through a combined, concerted effort involving removal of tubes during hysterectomies and tubal ligations and by referring more women for genetic testing to catch what are called BRCA gene mutation carriers who have a far higher risk of ovarian cancer.

If the new Fallopian tube removal protocol results in the projected 40-per-cent reduction in mortality, that would mean about 15,000 fewer Canadian deaths from ovarian cancer over 20 years.

About a third of women have hysterectomies or tubal ligations. Across Canada, there are nearly 50,000 hysterectomies done annually and about 70,000 tubal ligations. So there are plenty of opportunities to remove tubes and potentially ? if the B.C. hunch is correct ? prevent ovarian cancers. B.C. experts concede it will take decades to prove that tube removal will lower ovarian cancer rates in the general population.

The site of origin for high-grade serous carcinoma (HGSC) has been the subject of speculation for decades.

The hypothesis that cellular changes in the tubes can lead to cancer in the ovaries was proposed in a 1999 article by renowned scientist, Dr. Louis Dubeau. A 2006 Harvard University study by Dr. Chris Crum in the American Journal of Surgical Pathology found that numerous women with genetic (BRCA) mutations had cancer or pre-cancerous lesions in the ends of the tubes called the fimbria. The fimbria are distinguishable by their finger-like appendages which hover over the ovaries.

A 2006 Canadian study led by prolific Toronto scientist Dr. Steven Narod showed the risk of ovarian cancer was reduced 80 per cent in genetically susceptible women if they had their ovaries and Fallopian tubes removed. That study, in the Journal of the American Medical Association, concluded that both the tubes and ovaries should be removed, since either can be the site of origin for such cancer. Both organs must be ?examined in fine detail to rule out microscopic disease.?

Up to 90 per cent of women who get ovarian cancer are not gene mutation carriers. But those with the risky mutations are far more likely to get ovarian cancer. Research done in such genetically susceptible women spawned the practice of removing ovaries and tubes to intercept the development of cancer.

A popular current theory is that ovarian cancer originates from tubal inflammation, infection or other irritants. The tubes themselves are tiny, but the fimbriated ends fans out to envelope the ovary. So there?s a lot of surface area at the end where there?s more potential for dangerous changes to cells.

Intriguingly, the incidence of ovarian cancer is higher in women who get pelvic inflammatory disease, while being lower in women who have had tubal ligations. The former hints at an inflammatory cause, and the latter suggests that when the tubes are closed off, there are fewer opportunities for inflammatory or infective factors. Hence, the lower rate of cancer in women who?ve had tubal ligations.

Dr. Barry Rosen, head of gynecologic oncology at the University of Toronto, gives plenty of credit to pathologists for hunting down the roots of ovarian cancer, by microscopically examining Fallopian tubes which had previously been considered inconsequential to the development of ovarian cancer.

?It seems logical now, but it?s embarrassing, really, that we didn?t put one and one together before. And that?s because nobody was looking closely enough into the tubes,? said Rosen in an interview at Toronto?s Princess Margaret Hospital.

Dr. Patricia Shaw

Dr. Patricia Shaw, a professor at the University of Toronto and gynecology pathologist at the University Health Network pictured above, is recognized as a pioneer in the ovarian cancer field. The implicating role of the tubes, she said, harkens back to investigations on the tissue of women with genetic mutations who?d had their ovaries and tubes removed for cancer risk reduction reasons, a common strategy for those with a family history and who have tested positive for such gene mutations.

?We?d examine these tubes closely after they were removed and we were seeing precursor (pre-cancerous changes) lesions,? she said, in an interview at her office at Toronto?s Princess Margaret Hospital.

?I remember being at a meeting in 2002, and being shouted down by other doctors when I mentioned this. Doctors are very resistant to change, they?re a conservative bunch. Then Chris Crum published a manuscript promoting the concept (of Fallopian tubes as the site of origin) and that really got people talking.?

Shaw is most impressed by the B.C. approach: ?You need clinical champions who are highly respected. Dianne Miller is that kind of person. And I have to confess I?m hugely envious of the Vancouver group. They?re kicking ass with their ovarian team.?

The B.C.-led innovation on tube removal got a boost in notoriety when Dr. Mark Heywood, head of gynecology at Vancouver General Hospital, was inaugurated in June, 2011, as president of the Society of Gynecologists of Canada (SOGC). In his guest editorial in the Journal of Obstetrics and Gynecology soon after, he declared his goal as president would be to make 2011/2012 ?The Year of the Tube.?

?This will involve the promotion of taking what steps we can to reduce the incidence of HGSC (the most common epithelial ovarian cancer) which, the evidence strongly indicates, arises mostly from the tubal epithelium and not from the ovary,? he said, referencing a pivotal 2009 study in the International Journal of Gynecological Cancer by Vancouver and Toronto researchers.

?The strategy will be, in the short term, to promote removal of the tube whenever appropriate, at the time of hysterectomy and in tubal ligation in women over age 30,? Heywood added.

Dr. Elisabeth Ross

Around the same time Heywood?s editorial was published, the Society of Gynecologic Oncology and the Gynecologists of Canada issued a joint statement that was the ?defining moment when everyone was onboard? with the logic of Fallopian tube removal for cancer prevention, said Elisabeth Ross, pictured here, the CEO of Ovarian Cancer Canada.

The pivotal, consensus statement (www.g-o-c.org) was seen by nearly 2,000 Canadian obstetrician/gynecologists. It read:

?Due to its cancer prevention potential, it is recommended that physicians discuss the risk and benefits of bilateral salpingectomy with patients undergoing hysterectomy or requesting permanent irreversible contraception.?

The next paragraph qualified it by noting the need for more evidence:

?Given that the total benefits and risk of this practice change have not been defined, a national ovarian cancer prevention study focused on Fallopian tube removal is a GOC priority.?

For a few years now, B.C. experts have been trying to get funding for such a long-term national or international study, so far without success.

But even in the absence of such research, not to mention that the idea of Fallopian tube removal to prevent ovarian cancer is still a concept in its infancy, Greene doesn?t regret having it done.

?I had a brief moment when I had to get over the fact that I took out a part of me that makes me female. But it was brief.?

Pope Benedict XVI and the road not taken (+video)

At one point, the young?Joseph Ratzinger looked like a budding church reformer. By the time he abdicated as pope this week, he had become one of the stoutest defenders of Catholic tradition.

By the time Pope Benedict XVI made his surprise announcement to abdicate, his image had become fixed as one of the stoutest defenders of tradition and an arch-enemy of change, liberality, and the reforming intent of the Vatican II council. But at the start of his career, he looked as if he might be a budding reformer himself. ?

The pope, then Joseph Ratzinger, collaborated on changes during Vatican II with Karl Rahner, a Jesuit star from Munich who in the 1970s was talked about as pope material in liberal circles. Mr. Rahner advocated women?s ordination, supported seekers in churches outside the Catholic faith, and his theology arced more toward a universal spirituality than institutional rules, emphasizing ?a?human search for meaning ? rooted in the unlimited horizon of God?s own being experienced within the world.?

The young Ratzinger in the 1960s was brought to Tubingen University partly by Catholic theologian Hans Kung (later censored for views bordering on heresy) and taught in a progressive Protestant-Catholic faculty.?

Ratzinger's first faculty lecture at Tubingen, eagerly awaited and still remembered today, stressed the importance of the interpretation of the Bible via church fathers of the pre-medieval era, at a time of relative excitement in scholarly circles over new "subjective" and "spiritual" interpretations of scripture. Mr. Kung was disappointed, his colleagues remember.?

Later in the mid-1960s Ratzinger experienced student campus protests firsthand. For a shy scholar whose vision of church was hewn in the clean and well-ordered Alpine villages of Bavaria ? the experience deeply soured him on change as well as the often excessive experiments of Vatican II to open the church up "to the modern world," as the saying went.?

Vatican II was heady days at a time of ferment, but neither Ratzinger nor the church he eventually led, ever made the leap. Faced with a changing world, Benedict opted for a church of greater purity and reliance on past traditions ??even as his tenure will be marked by a priestly child abuse scandal that two years ago was described as the biggest challenge faced by Rome since the Reformation.

Yesterday Vatican officials affirmed the outgoing Benedict will not personally direct the choice of his successor. But the outgoing pontiff has been so instrumental in shaping the policies and personnel of the Roman Catholic church that his presence won?t matter, analysts say.

For 24 years Benedict, as Cardinal Ratzinger, ruled the roost in the Vatican as Pope John Paul II?s enforcer, the powerful head of the Congregation for the Doctrine of the Faith, and he has overseen a tightening, not a loosening, of church doctrine.

Since 2005 he further consolidated power as pope. So the conclave of cardinals and bishops meeting in Rome next month are there precisely due to their loyalty to Benedict?s vision of the Roman church.

The effect of Benedict?s reign as pope in this sense cannot be understated.

To take one example: In recent years under direct Vatican influence one of the largest Benedictine training schools in the US has, against the sentiment of its teaching clergy, been forced to disallow males and females to study in classes together. So the "Benedict effect" is not something found only in books and encyclicals; it has had an effect?"on the ground," as one Benedictine theologian reports, off the record.?

In a church still quite divided on moral issues, sexuality, modernity, the concept of priest, and so on, it is unclear whether the pope?s resignation, itself an unusual break from the past, may lead to other changes.

Benedict oversaw a 2,000-year-old church with an all-male hierarchy that struggled to respond to a child abuse and pedophilia scandal that reached new excesses two years ago on both sides of the Atlantic during the "year of the priest."

The German pope did not create what some hoped would be a ?Benedict generation? with his robust defense of church doctrines and a controversial return to a more traditional liturgy. While?some conservative religious orders have seen some new applicants in the US, the overall numbers remain a far-cry from those before 1960. Instead, church issues among youth seem pressing, at least in the post-modern West that Benedict had hoped to appeal to with a new Catholic moment. If that moment never comes, says?one New York-based Jesuit, ?The church is going to go one way and the rest of us are going to go another.?

The child abuse scandal, which many dissidents in the church say is a result of the policies of all-male clergy and celibacy (the Vatican denies this) did allow, however briefly, space for different voices to be heard, and for issues treated by church fathers as settled for all time, to be raised.

The issues run from sex and gender to spiritual authority inside the church. They track the shrinking of Mass attendance in the West, the sharp downturn of youth desiring to be priests, and the angry reaction of females (again in the US and Britain) who see roles as clergy closed off when in many churches they are the most faithful.

In the midst of the priestly child abuse scandal, the church issued a circular that put women?s ordination into the same category of disciplinary crimes as heresy, pedophilia, and promoting schism.?Benedict was given credit for suggesting that wearing a condom is acceptable in certain odd cases, such as that of a male prostitute. But with many Catholics no longer even following church teaching on condoms, and with the pope visiting Africa and talking about abstinence and no wearing of condoms, many can?t relate.

The pedophile cases also sparked what many Catholics say is a need for a greater spiritual awakening in a church that has placed a great emphasis on institutional authority; they placed a critical focus on old assumptions that male priests, through the act of their ordination, are holier or more spiritually endowed than ordinary members of the laity.

The British newspaper The Guardian pointed out in an editorial that it could not find a single current liberal candidate for pope, and quoted from Carlo Maria Martini, a cardinal, who said before passing last year that, ?The church is tired in Europe and America. Our culture has aged, our churches are large, our religious houses are empty, and the bureaucracy of the church climbs higher, our rituals and our clothes are pompous?[the church] must recognize her mistakes and must follow a path of radical change, starting with the pope and the bishops.?

Yet many following the daily operations of the Holy See feel there is unlikely to be any revolutionary ?Papal Spring.? Some reform-minded Catholics and many who have left the church say the Vatican is so deeply into the wrong questions, and has been relying so heavily on those who are not interested in questioning in the first place, that any positive reforms will only be on the margins.?

App Test Platform TestFlight Comes To Android In Private Beta, Says 300K Apps Uploaded On iOS

testflight logoOver the past couple of years, TestFlight has become the standard choice for giving beta testers (and tech bloggers) early access to iOS apps. Today the service is launching for Android developers too ? including cross-platform developers who already use TestFlight on iOS. As an iPhone owner, I'm less familiar with the Android app ecosystem, but I have heard that there isn't as big a need for something like TestFlight. In an email interview, co-founder Ben Satterfield acknowledged that "over the air distribution on Android isn't a pain point like it is on iOS," but he said that TestFlight has received more than 10,000 requests for Android support from developers.

THE RESET: Obama, GOP battles don't affect Fed job

While the White House and Congress lurch combatively from one budget crisis to the next, another Washington institution has been bolstering the economy steadily and with little fanfare since the 2008 financial crisis began.

And the Federal Reserve seems likely to keep its stimulus pumps running at least awhile longer ? although minutes from a recent meeting show growing nervousness among U.S. central bankers over possible long-range harmful consequences, including steep inflation and instability in financial markets.

The Fed, under Chairman Ben Bernanke, has been keeping a key short-term interest rate near zero for over four years and is buying tens of billions of dollars in Treasury and mortgage bonds a month to keep downward pressure on longer-term interest rates and to provide liquidity to financial institutions.

Oh, and it's buying those bonds with money created out of thin air with the electronic equivalent of a printing press.

Minutes from the Fed's Jan. 29-30 policy meeting showed increasing debate over whether to end the huge stimulus sooner rather than later.

Still, the Fed voted 11-1 to continue its $85-billion monthly bond buying program for now.

However, the concerns were enough to drive European stocks sharply lower Thursday and contributed to a second day of declines for U.S. stocks ? even though there's scant evidence of rising inflation.

U.S. consumer prices were flat last month, a new government report shows, another sign inflation remains in check.

The latest crisis for President Barack Obama and Congress is the approach of deep, mandatory "sequester" spending cuts due to hit March 1 absent a bipartisan deficit-reduction deal. So far Republicans who lead the House have rejected Obama's insistence that any agreement be "balanced" with both spending cuts and increased tax revenues.

U.S. policymakers barely averted a "fiscal cliff" at the end of last year.

"Managing from crisis to crisis every 60 to 90 days is absurd," House Minority Whip Steny Hoyer, D-Md., said Thursday on MSNBC.

Matthew Barry: Kings Win Again in Canada!

Vancouver last year

Edmonton last night

Calgary tonight

Two Words: Jonathan Bernier - do you still have doubts? How good would he look on YOUR team?

Bernier and Quick have allowed only 7 goals in the past 5 games... all without Greene and Mitchell.

The Kings have scored in the 1st period about as often as I score in a strip bar. Tonight they scored 2 and that was all they needed.

For those of you who are too lazy to look up the boxscore on the 1,357 sites that actually have the boxscore, Dustin Brown scored for the first time in 9 games

Trevor Lewis, upgraded to a line with Carter and Richards because Dustin Penner sucks, scored for the 1st time in the regular season since March of last season!

And Jeff Carter scored again.

Jarome Iginla - 2 goals in 25 games, yet teams will be stupidly lining up for this guy at the trade deadline.

So let me get this straight. Some rich dumb ass millionaire ridiculously overpays for scrubs like Ville Lieno and doesn't provide the team with ANY centers, and when that team sucks, you fire the coach?

The Ontario Reign signed Dwight Kings brother D.J.

My first time in New Orleans and I might not leave!

Obama to press GOP on averting sequester Tuesday

WASHINGTON? -- Facing yet another fiscal deadline, President Barack Obama is urging congressional Republicans to accept more tax revenue in order to avert looming, across-the-board budget cuts due to take effect in less than two weeks.Obama, fresh off a three-day Florida golfing trip, was to press his case during an event at the White House on Tuesday morning. Emergency responders, a group of workers the White House says could be affected if state and local governments lose federal money as a result of the cuts, were joining him.

The $85 billion in cuts, known as the sequester, will start taking effect on March 1 unless Congress acts. The White House says the sequester could derail an economy still suffering from high unemployment and sluggish growth.

Obama wants to offset the sequester through a combination of targeted spending cuts and increased tax revenue. The White House is backing a proposal unveiled last week by Senate Democrats that is in line with the president's principles.

But that plan was met with an icy reception by Republicans, who oppose raising more tax revenue in order to offset the cuts. GOP leaders say the president got the tax increases he wanted at the beginning of the year when Congress agreed to raise taxes on family income above $450,000 a year.

The White House said Obama on Tuesday would call on congressional Republicans to compromise and accept the Senate Democrats' proposal.

The Democrats propose to generate revenue by plugging some tax loopholes. Those include tax breaks for the oil and natural gas industry and businesses that have sent jobs overseas, and by taxing millionaires at a rate of at least 30 percent.

Some Republicans, including House Budget Committee Chairman Paul Ryan, R-Wis., have advocated plugging loopholes, but as part of a discussion on a tax overhaul, not sequestration.

"Loopholes are necessary for tax reform," Ryan said Sunday on ABC's "This Week." ''If you take them for spending, you're blocking tax reform and you're really not getting the deficit under control."

The sequester was first set to begin taking effect on Jan. 1. But as part of the "fiscal cliff" negotiations, the White House and lawmakers agreed to push it off for two months in order to create space to work on a larger budget deal.

With little progress on that front in recent weeks, Obama is calling for the sequester to be put off again, though it's unclear whether another delay would have any impact on the prospects for a broader budget agreement.

Supporters of Ecuador's President Rafael Correa attend his closing campaign rally in Quito, Ecuador, Thursday, Feb. 14, 2013. Correa, 48, who is running for re-election has brought political stability to a traditionally unruly nation that cycled through seven presidents in a decade, from 1997-2007. If re-elected on Sunday, this four-year term will be his last unless the constitution is changed. (AP Photo/Dolores Ochoa)

(AP) ? Ecuadorean voters appeared set to elect President Rafael Correa to a third term Sunday, with an exit poll giving a wide margin of victory to the polemical economist who has raised living standards for the lower classes and widened their social safety net while being widely criticized as intolerant of dissent.

Correa had 61 percent of the vote compared to former Banco de Guayaquil executive president Guillermo Lasso with 20 percent, according to the exit poll by Cedatos-Gallup company. Six other candidates shared the remaining votes. The poll had a margin of 3.7 percentage points.

"Presidente! Presidente!" an excited Luzmila Cordova, 33, shouted as she craned to get a look at Correa as he voted in the capital Sunday.

"We get respect from this president and the poor feel like they, too, are human," said Cordova, a maid who traveled from her hometown, Otavalo, with her three small children to watch Correa vote.

The 48-year-old president has brought uncharacteristic political stability to this oil-exporting nation of 14.6 million people that cycled through seven presidents in the decade before he first took office in 2007.

He won re-election in April 2009 after voters approved a constitutional rewrite that mandated a new ballot, and he would be legally barred from running again following a victory Sunday. To avoid a runoff, Correa needed a simple majority or 40 percent of the vote plus a 10-point margin over the No. 2 vote-getter.

A champion of big government in the mold of Venezuelan leader Hugo Chavez but more respectful of private property, Correa has endeared himself to the lower classes by making education and health care more accessible, building or improving 7,820 kilometers (4,870 miles) of highways and, the government says, creating 95,400 jobs in the past four years.

Lasso, meanwhile, promised to be friendlier to foreign investment, lower taxes on job-creating companies and roll back elements of what Correa calls his "21st century socialism," such as a 5 percent tax on capital removed from Ecuador.

Among voters casting their ballot for Correa in Quito was a grateful Jomaira Espinosa, 18.

"Before (Correa), my family didn't have enough to eat and now it does. There are lots of positive changes in the economy and my father was able to find work," said Espinosa, who added that she expects to be able to study for free at a university thanks to Correa's programs.

Correa's critics, including leading international human rights groups, consider him an intolerant bully who arbitrarily wields his near-monopoly on state power against anyone who threatens what he sees as his "citizens' revolution."

German Calapucha, a 29-year-old accountant, said he voted for one of Correa's challengers, though he didn't say which, because he's tired of Correa's imperiousness.

"He thinks that because he wins elections he has the right to mistreat people," Calapucha said. "I want a country where people respect each other."

Correa has eroded the influence of opposition parties, the Roman Catholic Church and the news media and used criminal libel law to try to silence opposition journalists. Critics decry his stacking of the courts with friendly judges and the government's prosecution of indigenous leaders for organizing protests against Correa's opening up of Ecuador to large-scale mining without their consent.

"He is far too insolent and I want there to be freedom of expression," said Laura Realpe, a 59-year-old housewife married to a lawyer who said she voted for Lasso, who she said seems fairer and "more level-headed."

One blessing for Correa has been oil prices that have been hovering around $100 a barrel.

Petroleum accounts for more than half of Ecuador's export earnings and have allowed it to lead the region in 2011 in public spending as a portion of gross domestic product at 11.1 percent, according to the United Nations. Bolivia was second with 10.8 percent.

Voters such as Fabian Garzon, a 48-year-old messenger and cleaner, credit Correa with improving their lives.

Garzon has what he's always dreamed of: his own apartment, which he is buying with a $24,000 government mortgage issued by an institution created by Correa's government. His monthly salary, meanwhile, has more than doubled over the past four years, from $200 to $450, and payments for his social security, vacation and other government-mandated contributions are being made regularly.

"I worked 25 years without having my own house and at this age, thank God, I'm able to own my own home," Garzon said.

In all, 1.9 million people receive $50 a month in aid from the state. Critics complain that the popular handouts to single mothers, needy families and the elderly poor, along with other subsidies, have bloated the government.

The number of people working for the government has burgeoned from 16,000 to 90,000 during Correa's current term, Ecuador's nongovernmental Observatory of Fiscal Policy said in a December report.

Correa also has been unable to stop a growing sensation of vulnerability in a country where robberies and burglaries grew 30 percent in 2012 compared with the previous year.

Correa gained a reputation as a maverick early on, defying international financiers by defaulting on $3.9 billion in foreign debt obligations and rewriting contracts with oil multinationals to secure a higher share of oil revenues for Ecuador.

He has also kept the United States at arm's length while upsetting Britain and Sweden in August by granting asylum at the Ecuadorean Embassy in London to WikiLeaks founder Julian Assange, the online spiller of leaked U.S. government secrets who is wanted for questioning in Sweden for alleged sexual assault.

Correa has cozied up to U.S. rivals Iran and China. The latter is the biggest buyer of Ecuador's oil and holds $3.4 billion in Ecuadorean debt, Finance Minister Patricio Rivera says.

KANSAS CITY, Mo. (AP) ? A Kansas City-area man was arrested Saturday in the killings of two prostitutes whose bodies were found posed on the sides of rural Missouri roads nearly a year apart.

At a news conference Saturday night, authorities said Derek Richardson, 27, has been charged with two counts of first-degree murder and two counts of abandonment of a corpse. His bail is set at $2 million. It wasn't immediately known whether he has an attorney.

"We absolutely stopped a person who was going to kill again," said Kansas City police Sgt. Doug Niemeier, adding that authorities will search across the United States to ensure there weren't other victims.

"We do know that he had travels elsewhere," Niemeier said, "so we will be contacting those states just to make sure."

Police announced earlier this month that the deaths of Tamara Sparks and Nicoleone Reed were linked and asked the public for help. Police said they believed whoever was responsible for the deaths also was the person who lost a size 11, canvas, Crocs-brand shoe at the site where Sparks' body was found.

Niemeier said a tipster contacted police Thursday night because of the description of the shoe.

"Basically the tip was to say he was the one and the shoe was what really matched it," Niemeier said.

Police began trailing Richardson and arrested him late Saturday morning. Niemeier said Richardson confessed to the "intimate details of the crime" and that he didn't know the victims beforehand.

Sparks, 40, was found dead Oct. 4, 2011, on the far northeast side of Kansas City, and Reed, 24, was found Aug. 21 in rural Kearney, northeast of Kansas City. Both bodies were in spots where they could easily be seen, with their pants pulled down and shirts pulled up.

Both women were last seen on St. John Avenue near Independence Avenue in northeast Kansas City, where they worked as prostitutes, police said.

Earlier this month, police said a third woman, who lived on the same street where Sparks and Reed were last seen, was found dumped in late 2011 along the side of a road in Caldwell County, southeast of Cameron. She survived. But authorities didn't say Saturday if her case was connected.

"We have a tremendous amount of follow-up to do now that we have answered some of our own questions," Niemeier said, adding that it "feels good when you can tell a victim's family that their case has been resolved."

Israel treats five Syrians wounded in civil war

JERUSALEM (Reuters) - Israeli soldiers treated five Syrians who had been wounded in fighting between Syrian government forces and rebels near Israel's security fence on the Golan Heights, the Israeli military said on Saturday.

The victims were taken to a hospital in Israel. The military did not say if they were combatants or civilians, or in what circumstances they crossed over to the Israeli side of the fence, although Israeli media said the wounded had approached the area near the fence and soldiers let them in.

Syrian rebels earlier overran a military police checkpoint in Khan Arnabeh, a town in the Golan Heights near the ceasefire line along the demilitarized zone with Israel, a British-based violence monitoring group said.

The Syrian Observatory for Human Rights said the rebels seized weapons and a tank and the Syrian army shelled villages inside the Israeli-Syrian ceasefire area.

It was not clear if the five Syrians being treated in Israel were wounded in that incident.

Israeli Vice Prime Minister Moshe Yaalon, in a television interview, referred to it as a "specific incident" and said the decision to let the Syrians in was humanitarian. Israel will evaluate each individual case if it happens again, he said.

"Our policy has not changed. We are not intervening in the civil war in Syria, and we will not allow in a stream of refugees," Yaalon said.

The Golan, which Israel seized from Syria in the 1967 Middle East War, has been largely untouched by the 23-month-old uprising in Syria. Israel has been on guard for violence spilling over or refugee influxes on the strategic plateau.
