Black Hole Found That Takes Up 14% of Its Galaxy's Mass

An anonymous reader sent word that astronomers have discovered an absolutely enormous black hole residing in a galaxy that seems too small for it. In a new study (PDF), researchers looked at galaxy NGC 1277 and found that its central black hole weighed in at roughly 17 billion solar masses. Quoting Phil Plait: "The problem is, that?s far more massive than the central bulge of NGC 1277 would suggest the black hole should be. It?s well over half the total mass of the bulge! In fact, the entire mass of the galaxy is about 120 billion solar masses, which means the black hole at its heart is 14 percent of the total galaxy?s mass; compare that to the Milky Way?s black hole mass of 0.01 percent and you?ll see why astronomers were shocked."

Undisclosed Finding by Mars Rover Fuels Intrigue

The Mars rover Curiosity has found something ? something noteworthy, in a pinch of Martian sand. But what is it?

NASA/JPL-Caltech, via Malin Space Science Systems, via EPA

The Curiosity rover in a self-portrait stitched together from 55 images taken by a camera at the end of one of its arms. Data from the rover?s first soil sample is now being analyzed by scientists.

The scientists working on the mission who know are not saying. Outside of that team, lots of people are guessing.

The intrigue started last week when John P. Grotzinger, the Mars mission?s project scientist, told National Public Radio: ?This data is going to be one for the history books. It?s looking really good.?

And then he declined to say anything more.

Fossils? Living microbial Martians? Maybe the carbon-based molecules known as organics, which are the building blocks of life? That so much excitement could be set off by a passing hint reflects the enduring fascination of both scientists and nonscientists with Mars.

?It could be all kinds of things,? said Peter H. Smith, a planetary scientist at the University of Arizona who was the principal investigator for NASA?s earlier Phoenix Mars mission but is not involved with Curiosity. ?If it?s historic, I think it?s organics. That would be historic in my book.?

Dr. Grotzinger and other Curiosity scientists will announce their latest findings on Monday in San Francisco at a meeting of the American Geophysical Union.

Do not expect pictures of Martians, though.

Guy Webster, a spokesman for NASA?s Jet Propulsion Laboratory in Pasadena, Calif., which operates Curiosity, said the findings would be ?interesting? rather than ?earthshaking.?

Mr. Webster noted that ?a really big announcement,? if one should occur, would most likely be made at NASA headquarters in Washington and not at an academic conference.

Whatever is revealed will be linked to the work of Curiosity?s sophisticated chemistry laboratory instrument, Sample Analysis at Mars ? SAM, for short. The rover?s robotic arm dropped the first bit of sand and dust into the instrument on Nov. 9, and the scientists have been analyzing and contemplating ever since.

One of the main goals of SAM is to identify organic molecules, but it would be a big surprise for organics to show up in a first look at a sand sample selected more as a test exercise than with the expectation of a breakthrough discovery.

Curiosity will be headed toward layers of clays, which could be rich in organics and are believed to have formed during a warm and wet era early in the planet?s history. But Curiosity has months to drive before arriving at those locations.

And the Curiosity scientists have learned through experience that it pays to double-check their results before trumpeting them. An initial test of the Martian atmosphere by the same instrument showed the presence of methane, which would have been a major discovery, possibly indicating the presence of methane-generating microbes living on Mars today. But when the scientists ran the experiment again, the signs of methane disappeared, leading them to conclude that the methane found in the first test had come from air that the spacecraft had carried to Mars from its launching spot in Florida.

Mr. Webster, who was present during the interview with NPR, said Dr. Grotzinger had been talking more generally about the quality of data coming back from Curiosity and was not suggesting that the data contained a breakthrough surprise. ?I don?t think he had in mind, ?Here?s some particular chemical that?s been found,??? Mr. Webster said. ?That?s not my impression of the conversation.?

On Twitter, Curiosity chimed in: ?What did I discover on Mars? That rumors spread fast online. My team considers this whole mission ?one for the history books.??? (The public information staff at the Jet Propulsion Laboratory writes the posts for the rover.)

This would not be the first time that rumors eclipsed the actual findings from Mars.

In 2002, the Mars Odyssey orbiter found evidence of frozen reservoirs of water beneath the surface of Mars, leading to breathless rumors in the British press that the Bush administration was about to announce a commitment to send astronauts there within 20 years. The White House remained quiet.

Dr. Smith, the Phoenix Mars scientist, had a similar experience in 2008 when Aviation Week reported, ?The White House has been alerted by NASA about plans to make an announcement soon on major new Phoenix lander discoveries concerning the ?potential for life? on Mars.?

?The blogosphere lit up,? Dr. Smith said.

At a hastily arranged news conference, Dr. Smith revealed the actual news: chemicals known as perchlorates had been found in the soil. ?The public was not interested in that,? he said.

If Curiosity?s pinch of sand indeed contained organics, it would again revive the possibilities of life on Mars. For now, Curiosity scientists are still analyzing the data.

?I do want to temper expectations,? said Mr. Webster, the spokesman. ?But then again, I don?t know exactly what they?re going to say they?ve found.?

Several years ago, something interesting happened in the infrastructure software sector: IBM and a number of other companies pledged some of their own patents to the public to create IP-free zones in parts of the value chain. They did so when a 2004 report showed that Linux, the open-source operating system that had emerged as a viable, low-cost alternative to established operating systems, such as Microsoft Windows and Unix, was inadvertently infringing on more than 250 patents. ?1?By voluntarily pledging not to enforce hundreds of IBM?s own patents so long as users of the IP were pursuing only open-source purposes, the company led the creation of an alliance of patent holders dependent on (and willing to defend) open-source software against lawsuits.2?One result: IBM substantially increased the share of its new products based on Linux. Chinese terra cotta warriors had real, and very carefully made, weapons
The 7,000 soldiers buried with Qin Shi Huang in 210 B.C. were made of clay. But the bronze weapons the terra cotta army carried into the enormous tomb complex near Xi?an in western China were the real things: tens of thousands of swords, axes, spears, lances and crossbows, all as capable of spilling blood as anything Qin?s real army wielded when they triumphed, ending centuries of war and uniting China under a single rule for the first time

Apple has top U.S. smartphone, passes Google: research firm

HELSINKI (Reuters) - Early success for the iPhone 5 smartphone has helped Apple to overtake Google's Android software in the United States, research firm Kantar WorldPanel said on Tuesday.

Apple's U.S. share of smartphone sales in the 12 weeks to October 31 more than doubled from a year ago to 48.1 percent, putting it within reach of the record 49.3 percent it managed in early 2012.

Android's share dropped to 46.7 percent from 63.3 percent, Kantar WorldPanel's data showed, but it continues to dominate in key European markets. The platform claimed 74 percent market share in Germany and 82 percent in Spain.

Android's combined share of the top five European markets rose to 64 percent, from 51 percent a year earlier, while Apple's share edged up by one percentage point to 21 percent.

Research In Motion Ltd saw its share fall in all but one of the surveyed markets, sliding to 1.6 percent from 8.5 percent in the United States, and to 2.7 percent from 8.7 percent in Brazil. In Germany, the BlackBerry maker's share rose 0.9 percentage points to 2.5 percent.

RIM's stock fell 5.9 percent to C$11.20 on the Toronto Stock Exchange. But the shares, which soared last week on rising optimism around RIM's soon-to-be-launched BlackBerry 10 devices, were still up more than 15 percent from last Monday's close.

11-year-old Abigail Lightbown dies from brain tumour ... - Cancer Kick

  • Cancer discovered after seven month battle during which she lost 4kg
  • She endured two rounds of chemo but never gave up hope
  • Man Utd and Coronation Street stars paid her hospital visits

Abigail died earlier this month after brave fight against brain cancer

Brave: Abigail, who died on November 10, never complained about her illness and refused to give up hope that her condition would improve

An 11-year-old girl who was suspected of having an eating disorder has died after doctors discovered she was unwittingly battling brain cancer.

Abigail Lightbown had been diagnosed with stomach problems by a GP and given acid reflex medication after she suffered dramatic weight loss at the age of nine.

Her mother Bernie Lightbown, 34, and dad Gary, 44, would hear their daughter being sick each morning and feared she was deliberately making herself sick so she could look like ?stick thin celebrities.?

But seven months later, Abigail who
lost four kilos was rushed to hospital for an MRI scan after fainting
and a tumour was found in her brain.

She
bravely battled for two years against her illness and despite losing
her hair, wore a wig only twice and met TV star Antony Cotton who plays
Sean Tulley in Coronation Street and footballers Jonny Evans and Darron
Gibson.

Just weeks before
Abigail was due to start secondary school doctors said the tumour had
spread and was inoperable and she died earlier his month.

Now Mr and Mrs Lightbown from Bolton,
Greater Manchester, are campaigning for greater awareness about one of
the UK?s biggest killers.

Mr
Lightbown, a warehouse manager said: ?We think given the time frame, it
was possible that it might not have spread if Abigail had her operation
earlier, but nobody will ever know.

Abigail, pictured here with her Dad, Gary, mum and brother Jack

Undetected: Abigail, pictured here with her Dad, Gary, mum, Bernie and brother Jack was throwing up every morning, leading parents to think it was an eating disorder.

Celebrity visit: Abigail, pictured with her brother Jack, 6, and Manchester United footballers Jonny Evans (right) and Darron Gibson.

?We just can?t believe how little money and effort goes into raising awareness about brain cancer and the symptoms.

?We honestly believed Abigail had an eating disorder. Yet brain tumours kill more women under the age of 35 than breast or any other cancer. It?s shocking, when you look at the campaigns that go on for breast cancer.

?We just want to make parents and doctors aware that if a child is constantly being sick that it may be a brain tumour.

?We are so proud of our daughter. People don?t understand how inspiring and motivating she has been.

The parents in no way blame the hospital for failing to pick up on Abigail?s condition earlier.

We would have really struggled if she hadn?t been the way she was ? she only wore her wig twice because she wouldn?t let the chemo get to her.

Abigail first started being sick in
August 2010 after returning from a family holiday in Canada seeing
relatives. She had her blood tested in December 2010 ? but results
showed no abnormalities.

Mrs
Lightbown said: ?At first I thought it was down to travel sickness but
at one stage she was throwing up every morning. She was given acid
tablets by her GP but they weren?t working.

?Her appetite started going ? she was never a fussy eater and always had a fantastic appetite.

?I
took her to hospital to see a paediatric consultant and they were still
thinking along the lines of acid reflux. We would try and tempt her
with her favourite foods, but it just wasn?t happening.

?That?s when I thought it was possibly an eating disorder.?

?She
has never been image conscious, but I couldn?t think of any other
reason. I know how some girls are these days seeing all the celebrities
in magazines and on TV, and I tried to catch her out.

?We had rows about it and she would get really upset. I have since apologised.?

?Christmas
wasn?t good ? Abigail was ill during the day and her mood had changed
as well. She usually loved Christmas, but she just seemed depressed. She
didn?t even touch her Christmas dinner.?

Bad news: Just weeks before Abigail was due to start secondary school doctors said the tumour had spread and was inoperable

The truth of Abigail?s condition emerged when she fainted during a visit to her grandmother?s house and claimed she had pins and needles in her legs.

She underwent an MRI scan at Bolton Royal hospital and the family were told a tumour ? and possibly a second one ? had shown up on the scans.

Abigail underwent a seven hour operation to remove 95 per cent of the tumour and she underwent further chemo treatment to check that the remainder of the tumour was not active.

?It was when we met the oncology consultant that I knew exactly what we were dealing with?, said Mrs Lightbown.

?I just kept thinking, these things don?t happen to people like us. But Abigail took it really well. She wasn?t bothered about the chemo and got really excited about the aspect of wearing all sorts of different hats and wigs.?

But further tests revealed the tumour was cancerous, and despite a 48-week course of intensive radiotherapy and chemotherapy last April which shrank the tumour, the cancer returned.

She died in Derian House Children?s Hospice with her parents and six-year old brother by her side on November 10.

Mrs Lightbown said Abigail had never complained about her condition and never stopped thinking she might get better.

She said: ?Abigail left an impression and inspired an awful lot of people with the way she was.

?She had a determination and was so brave in so many different ways and she had a wicked sense of humour.?

Next April, Mr Lightbown will trek across the Great Wall of China with colleagues from Kingsland Wines and Spirits to raise money for Brain Tumour Research.

How To Keep Wrinkles From Showing Through Foundation, From Bobbi Brown (WATCH)

When makeup artist and founder of Bobbi Brown Cosmetics, Bobbi Brown visited me on Mondays With Marlo, she explained that wrinkles always look better when they're hydrated. Although there are different wrinkle creams you can buy based on the texture of your skin, hydration should be the most important factor in choosing one. When you hydrate beforehand, wrinkles won't show as prominently through foundation or any other makeup.

For more expert makeup advice, see Bobbi's beauty tips:

  • How To Shape Brows

Eyebrows form a frame for your face, which is why it?s so important to keep them well-groomed. Start creating the perfect brow by aligning the start of the brow with the inner corner of the eye. The arch should be three-quarters of the way across the brow from there. See more.

  • How To Apply Lip Color

Applying lip color can change your look instantly. The right shade of lip color will work with your skin tone and complement the natural color of your lips. When applying, begin at one corner of the mouth and apply an even layer of color over the whole lip area. Use a brush to accurately line your lips. Learn more.

  • How To Make Your Eyes Stand Out

Eye makeup is the best way to make your eyes stand out. To create the perfect look, you?ll need to start with three shades of eye shadow: light, medium and dark. Begin by applying the lightest color, which should work as a base for your skin tone. The medium color should be applied from the lash line up to the crease. For additional depth, add a medium-dark shadow in the crease. Watch more here.

  • How To Achieve A Quick, Polished Look

A touch of color can make you look instantly fresh and pretty. If you?re pressed for time, sweep a healthy flush of color to your cheeks and dab lips with a pinky-brown lipstick. See more quick tips here.

  • How To Wear Bronzer

Everyone looks better with a little flush of color, and since tanning is so unhealthy, bronzer is the perfect solution! Bronzer tints the skin and corrects any color issues you may have. If your skin is yellow-toned, you?ll want to choose a brighter bronzer. Those with pale skin should use bronzer in a shade that matches the color they naturally tan. Watch more here.

  • How To Wear Makeup At The Office

Power brows are a must for a strong office look. Use eyeshadow to fill in and enhance brows rather than a pencil for more natural definition. A pop of well-placed color can also convey confidence. Purple is a universally-flattering color that will draw attention to the eyes. Learn more.

  • How To Wear Blush

The right shade of brush will warm your entire complexion and give you a flush of natural-looking color. To apply powder blush, smile and apply to the apple of the cheeks. Blend toward the hairline, and then down to soften the edges. Blend thoroughly, while making sure most of the blush stays on the highest part of the cheekbones. Get more tips here.

  • How To Add Some Color

Beat the winter blues by adding some color to your makeup routine. Wear bright bursts of color while still keeping your look sophisticated by going with a neutral face and adding a pretty pop of color on the lips. For a lighter look, blot the lipstick on a tissue and apply a coat of sheer lip gloss. For ?notice-me-now? eyes, keep your other makeup subtle. Apply a nude lip and line eyes with black eyeliner. Finish by applying a bright-colored eyeshadow across the entire lid. Learn more here.

  • How To Choose The Right Foundation

When it comes to foundation, choosing the right color is essential. It?s really important to find a foundation that blends into the side of your face. When testing foundations, swipe the color on your cheek and look at yourself in natural light. You will know you?ve found the right foundation when it looks like your own skin, but better. See more.

  • How To Look Well-Rested

There are four steps to create a well-rested look with makeup: prep, correct, conceal and set. Prep with hydrating eye cr?me, and then apply corrector starting at the inner eye. Apply concealer generously under the eyes to lighten. Then set the concealer in place with a sheer loose powder. Watch more here.

Coconut Conservationist Seeks Pacific Islands For Fun And Palm Preservation

The diversity of coconut trees like these planted along the beach in the northern Philippines is in danger, but a French scientist has a plan.

Jay Directo/AFP/Getty Images

French adventurer-scientist Roland Bourdeix has a grand, almost surreal, vision for how to preserve a thousand or more genetic varieties of coconut trees. Imagine, as he does, turning dozens or hundreds of remote Pacific islands into coconut sanctuaries. Each island would contain just a few varieties of these trees. No others would be allowed, because the whole point of this exercise is to prevent uncontrolled mixing of genes from different varieties.

But why? Are coconut trees, the source of oil and newly trendy coconut water, somehow in danger?

Not exactly. At least not for now. There are plenty of coconut palms all over the tropics, and coconut production has been slowly growing.

But that masks a potential long-term problem, says Stephan Weise, Deputy Director General for Research at Bioversity International in Rome. Most coconut production comes from a small slice of the coconut's gene pool. Producers rely on a handful of high-producing varieties or hybrids.

Those commercial varieties are slowly overwhelming traditional varieties that people in the tropics have tended for thousands of years. Those traditional strains of coconut are the storehouse of the coconut's genetic diversity: All of the colors, shapes, tastes, and survival tools that this species possesses ? and may need again someday.

Conserving such diversity in agricultural crops is a familiar problem. Whether it's rice or cucumbers, farmers around the world have been replacing traditional "landraces" with a small number of high-yielding varieties created by plant breeders.

But the situation with coconuts has an additional twist, Weise says.

First of all, scientists can't yet preserve a particular line of coconuts in refrigerated "gene banks," as they do with standard seeds. They can't dry, freeze, and preserve coconuts for decades, as they can with corn kernels. Instead, coconuts have to be preserved as living trees, growing outside.

This leads to the second problem. Coconut varieties growing in the open air often won't reproduce themselves reliably. Their flowers pick up pollen from other trees nearby, which often turn out to be commercial varieties or hybrids. And when that happens, their genetic identity is "diluted." Their offspring won't contain their particular combination of genes. Some genes may be lost altogether.

So what's the secret to preserving these heirloom coconuts? For starters, scientists have set up a dozen open-air coconut gene banks. They're reproducing each variety through careful hand-pollination of the trees. But Weise says that's expensive and labor-intensive, especially when trees get tall, with flowers beyond the reach of ladders. (There's also the threat of disease; a coconut collection in Papua New Guinea is under quarantine right now because of an outbreak of disease nearby.)

Which brings us back to Roland Bourdeix's crazy-sounding idea. Bourdeix is a scientist at CIRAD, a French research institute on agricultural development, and he's one of the world's leading experts on coconuts. The key to preserving coconut biodiversity more cheaply, he thinks, is isolation. And there's no more isolated place than a lonely Pacific island. Just convince people on one of these islands to plant coconut trees from a single variety (or a handful of distinctly different varieties), and the problem, at least for that small corner of the coconut's gene pool, is practically solved.

So Bourdeix is now scouting the Pacific for such islands. He's found several where the inhabitants are willing to help turn his vision into reality. One of them is well-known already: The Tetiaroa Atoll in French Polynesia, an idyllic retreat once owned by Marlon Brando.

Obama: Historic Myanmar visit underscores democratic progress

BANGKOK (AP) ? On the eve of his landmark trip to Myanmar, President Barack Obama tried to assure critics that his visit was not a premature reward for a long-isolated nation still easing its way toward democracy.

"This is not an endorsement of the government," Obama said Sunday in Thailand as he opened a three-country dash through Asia. "This is an acknowledgement that there is a process under way inside that country that even a year and a half, two years ago, nobody foresaw."

Obama was set to become the first U.S. president to visit Myanmar with Air Force One scheduled to touch down in Yangon on Monday morning. Though Obama planned to spend just six hours in the country, the much-anticipated stop came as the result of a remarkable turnaround in the countries' relationship.

The president's Asia tour also marks his formal return to the world stage after months mired in a bruising re-election campaign. For his first postelection trip, he tellingly settled on Asia, a region he has deemed the region as crucial to U.S. prosperity and security.

Aides say Asia will factor heavily in Obama's second term as the U.S. seeks to expand its influence in an attempt to counter China.

China's rise is also at play in Myanmar, which long has aligned itself with Beijing. But some in Myanmar fear that China is taking advantage of its wealth of natural resources, so the country is looking for other partners to help build its nascent economy.

Obama has rewarded Myanmar's rapid adoption of democratic reforms by lifting some economic penalties. The president has appointed a permanent ambassador to the country, also known as Burma, and pledged greater investment if Myanmar continues to progress following a half-century of military rule.

But some human rights groups say Myanmar's government, which continues to hold hundreds of political prisoners and is struggling to contain ethnic violence, hasn't done enough to earn a personal visit from Obama.

Speaking from neighboring Thailand, Obama said Sunday he was under no illusions that Myanmar had done all it needed to do. But he said the U.S. could play a critical role in helping ensure the country doesn't slip backward.

"I'm not somebody who thinks that the United States should stand on the sidelines and not want to get its hands dirty when there's an opportunity for us to encourage the better impulses inside a country," Obama said during a joint press conference Sunday with Thailand's prime minister.

Even as Obama turned his sights on Asia, widening violence in the Middle East competed for his attention.

Obama told reporters Sunday that Israel had the right to defend itself against missile attacks from Gaza. But he urged Israel not to launch a ground assault in Gaza, saying it would put Israeli soldiers, as well as Palestinian citizens, at greater risk and hamper an already vexing peace process.

"If we see a further escalation of the situation in Gaza, the likelihood of us getting back on any kind of peace track that leads to a two-state solution is going to be pushed off way into the future," Obama said.

The ongoing violence is likely to trail Obama as he makes his way from Thailand to Myanmar to Cambodia, his final stop before returning to Washington early Wednesday.

Obama will meet separately in Myanmar with Prime Minister Thein Sein, who has orchestrated much of his country's recent reforms. The president will also meet with longtime Myanmar democracy activist Aung San Suu Kyi in the home where she spent years under house arrest.

The president, as he seeks to assuage critics, has trumpeted Suu Kyi's support of his outreach efforts, saying Sunday that she was "very encouraging" of his trip.

The White House says Obama will express his concern for the ongoing ethnic tensions in Myanmar's western Rakhine state, where more than 110,000 people ? the vast majority of them Muslims known as Rohingya ? have been displaced.

The U.N. has called the Rohingya ? who are widely reviled by the Buddhist majority in Myanmar ? among the world's most persecuted people.

The White House says Obama will press the matter Monday with Thein Sein, along with demands to free remaining political prisoners as the nation transitions to democracy.

The president will cap his trip to Myanmar with a speech at Rangoon University, the center of the country's struggle for independence against Britain and the launching point for many pro-democracy protests. The former military junta shut the dormitories in the 1990s fearing further unrest and forced most students to attend classes on satellite campuses on the outskirts of town.

Obama began his Asian tour on a steamy day in Bangkok with a visit to the Wat Pho Royal Monastery. In stocking feet, the president and Secretary of State Hillary Rodham Clinton walked around a golden statue of a sitting Buddha. The complex is a sprawling display of buildings with colorful spires, gardens and waterfalls.

Obama then paid a courtesy call to the ailing, 84-year-old U.S.-born King Bhumibol Adulyadej in his hospital quarters. The king, the longest serving living monarch, was born in Cambridge, Mass., and studied in Europe.

Young Europeans miss out as austerity hits child welfare: campaigners

BRUSSELS (Reuters) - Future generations of Europeans risk falling through the cracks in the social support system as the debt crisis saps economic growth and countries resort to austerity, just as their hardest-off citizens need help the most, child welfare campaigners say.

The difficulties resulting from high unemployment and the prospect of further cost cuts in social services are among the issues that sparked protests across southern Europe last week.

And among those hit by budget cuts are children in poverty.

"Members of Eurochild are witnessing significant cuts in public spending on child services, which is where we see the most long-term benefits," said Jana Hainsworth, director general of the Eurochild network of child welfare campaigning groups.

"These cuts are being made by local and regional authorities due to their need to reduce debt," she told Reuters on Monday.

Given increased demand for help, and the economic slowdown, social spending as a proportion of output is now at least 6 percent higher than in 2007 on average in the 34 member countries of the Organisation for Economic Co-operation and Development, a report by the OECD shows.

The needs of ageing populations are also set to drive up the costs of pensions and health care in coming years, said the report from the OECD, which includes 21 EU countries.

Among those are Spain, Portugal, Greece, France and Italy, where demonstrators clashed with police last week as workers challenged austerity policies.

The OECD report said public social spending-to-GDP ratios increased to 22 percent of GDP in 2009 from about 19 percent in 2007, and have remained at this increased level since then.

Ireland, Britain and Spain have provided proportional increases in social spending, despite flagging economic growth. While Italy, Portugal, Greece and Hungary experienced slower social spending, as well as reduced economic output.

Pervasive unemployment and stagnating GDP levels have played a large part in the rising ratios, the OECD said, with income support growing more significant since the start of the crisis.

IMPACT OF UNEMPLOYMENT ON CHILDREN

Hainsworth said too much of a focus on unemployment benefits could leave those under the age of 18 in the shadows.

"We would not be at all advocating any kind of decline in unemployment benefits," Hainsworth said.

"But there need to be accompanying mechanisms. The unemployment benefit is not a long-term solution. Unemployment is incredibly damaging to children, also."

Hainsworth said budgets had been cut in family support services, healthcare and early childhood care. And this has happened as demand for child protection services has increased.

"There are cases of children falling through the system and into juvenile justice. Kids who are committing crimes at 14, 15, 16, are incredibly traumatized, abused, children that have had family breakdowns," she said. "They could have had support, which would have saved longer term costs."

OECD countries with young population profiles are much less likely to have higher social-spending-to-GDP ratios than countries with older populations, the report found. On average, the elderly receive 40 percent of all public spending on education and social policy.

Yet the generation of European citizens under the age of 30 remain especially hard-hit by the crisis. Youth unemployment stands at 23 percent across the 17 members of the euro zone and one in two young Greeks are out of work, figures from the European statistics agency Eurostat show.

Portuguese statistics also show it has been hit hard, as has Spain, where 50 percent of people under the age of 30 are out of work. With GDP shrinking and sluggish social spending, the Spanish Red Cross is being stretched thin, said the organization's secretary-general, Leopoldo Nuno Suarez.

The organization currently has 800 branches around Spain and serves more than 300,000 people with a budget of 600 million euros, Suarez said.

"We are looking to 20 million euros more to provide more services," he said.

Those who are young and without skills are the most vulnerable, he said.

"The most important thing is employment," he said.

"When you have employment, you have money, you have a social network and you can do your work as a citizen."

Taipei mayor invites public to Chrysanthemum Show

Taipei Mayor Hau Lung-bin (???) yesterday invited the public to witness a record-breaking single stem chrysanthemum bloom, which is being showcased at the 2012 Chrysanthemum Show at the Chiang Kai-shek Shilin Residence in the city?s Shilin District (??).

?The record set at this year?s Chrysanthemum Show was 1,510 chrysanthemum blossoms on a single stem, up from last year?s 1,291. This signifies success, prosperity and wealth and we invite everyone to witness magnificent beauty,? Hau said during the opening ceremony of the annual flower festival.

The event, which closes on Dec. 2, consists of nine exhibition areas and will open each day between 8am and 7pm.

Hau said the species on display required attentive and long-term care, as well as advanced knowledge of fertilization, temperature management and lighting.

?The Parks and Street Lights Office under the Taipei City Government?s Public Works Department has been engaged in preparation for the event for 15 months ago and even grafted artemisias onto various floral species to provide longer support during bloom,? Hau said.

Hau added that the city has not only taken flower-planting techniques to the extreme, but has also developed its own distinctive floral esthetics.

Another highlight of this year?s floral extravaganza is a specimen of dahlia imperialis that reaches to a remarkable height of 5m.

This is the first time that the rare plant has been showcased in the country.

According to the parks office, although dahlia imperialis prefer being grown at a lower temperature, high-altitude mountain areas, regardless of temperature or relative humidity, could provide a more suitable location than level grounds for the species to thrive.

?That is why the dahlia imperialis on display at the event were first planted on Yangmingshan before being relocated here,? the office added.

95% Diana Vreeland: The Eye Has To Travel

All Critics (57) | Top Critics (24) | Fresh (54) | Rotten (3)

Her life, and her work, transcended what we think of as "fashion." Diana Vreeland: The Eye Has to Travel celebrates a unique and uniquely determined woman.

Many people remember some of Diana Vreeland's famous pronouncements ("I adore pink! It is the navy blue of India!") but few remember actually hearing her speak. The documentary Diana Vreeland: The Eye Has to Travel takes care of that.

For fashionphiles and pop culture vultures, there's much to devour.

Diana Vreeland is both history lesson and sentimental love letter to a fashion titan.

Legendary fashion editor Diana Vreeland was the consummate dreamer, a romantic who never looked back and propelled society forward.

A feast for fashion-history buffs and anyone who applauds unstoppable eccentricity.

This fascinating documentary reveals that Vreeland (who died in 1989, aged 86) was an original: a dynamic woman with energy to spare and an infectious lust for life

What makes this such a joy to watch is not just the timeline of fashion highlights, but Vreeland's unique perspective on life.

The filmmakers have done a fine job corralling so many fantastic tales from Vreeland's life.

"Diana Vreeland: The Eye Has to Travel" is an intriguing portrait of a true original; you only wish the movie had half the color and verve of its subject.

A lively movie, and in the case of its appearance-obsessed subject, it feels right that all it does is skim the surface.

[Vreeland's] influence on twentieth-century culture was large, and it's celebrated here with affection, dedication and skill--but very little critical detachment.

Though unwilling to dig too deeply into what seems an imperfect private life, it still serves as a splendid introduction to a unique personality.

A poignant portrait of an inveterate iconoclast who couldn't help but push the envelope.

[A] warm portrait of the world's first true fashion maven.

It can be hard to keep up at points -- not with the plot, but with the amount of inspiration that Diana can still strew over an audience.

As a biographical documentary, Diana Vreeland: The Eye Has To Travel is complete and satisfying. As a leading character, Mrs. Vreeland is entirely entertaining.

(AP) ? For President Barack Obama, expanding U.S. influence in Asia is more than just countering China or opening up new markets to American businesses. It's also about building his legacy.

Fresh off re-election, Obama will make a significant investment in that effort during a quick run through Southeast Asia that begins Sunday. In addition to stops in Thailand and Cambodia, the president will make an historic visit to Myanmar, where his administration has led efforts to ease the once pariah nation out of international isolation.

The trip marks Obama's fourth visit to Asia in as many years. With a second term now guaranteed, aides say Obama, who kicks off his schedule in Bangkok, will be a regular visitor to the region over the next four years as well.

"Continuing to fill in our pivot to Asia will be a critical part of the president's second term and ultimately his foreign policy legacy," said Ben Rhodes, Obama's deputy national security adviser.

The president's motivations in Asia are both personal and strategic.

Obama, who was born in Hawaii and lived in Indonesia as a child, has called himself America's first "Pacific president." The region gives him an opportunity to open up new markets for U.S. companies, promote democracy and ease fears of China's rise by boosting U.S. military presence in Asia.

The president, like many of his predecessors, had hoped to cement his foreign policy legacy in the Middle East. He visited two major allies in the region, Egypt and Saudi Arabia, on one of his first overseas trip as president and attempted to revive peace talks between Israel and the Palestinians.

But those talks stalled, and fresh outbursts of violence between Israel and the Palestinians make the prospects of a peace accord appear increasingly slim. The Obama-backed Arab Spring democracy push has had mixed results so far, with Islamists taking power in Egypt and progress in Libya tainted by the deadly attacks on the U.S. Consulate in Benghazi. Obama hasn't been back to the region since 2009.

In Asia, however, Obama will be viewed as something of an elder statesman when he returns less than two weeks after winning re-election. The region is undergoing significant leadership changes, most notably in China, where the Communist Party tapped new leaders last week. Japan's prime minister and South Korea's president are also stepping down soon.

"Most of the leaders he'll meet with will not have a tenure as long as he will as president," said Michael Green, an Asia scholar at the Washington-based Center for Strategic and International Studies. "So he'll go into this in a very strong position."

The centerpiece of Obama's whirlwind Asia tour is his visit to Myanmar. It will be the first time a U.S. president has visited the former pariah state.

Myanmar has become something of a pet project for Obama and his national security aides, who have cheered the country's significant strides toward democracy. Obama lifted some U.S. penalties on Myanmar, appointed a permanent U.S. ambassador and hosted democracy leader Aung San Suu Kyi at the White House this year.

Many of the same strategic motivations behind Obama's larger focus on Asia are at play in Myanmar.

The country long has oriented itself toward China, but the easing of sanctions gives American businesses a chance to gain a foothold there. It's also an opportunity for the Obama administration to show other nations in the region, and elsewhere in the world, that there are benefits to aligning with the U.S.

Still, there's little denying that history has been a draw for Obama's team when it comes to its dealings with Myanmar. That's led to criticism from some human rights groups that say Obama's visit is premature given that the country continues to hold political prisoners and has been unable to stem some ethnic violence.

"This trip risks being an ill-timed presidential pat on the back for a regime that has looked the other way as violence rages, destroying villages and communities just in the last few weeks," said Suzanne Nossel, the U.S.-based director of Amnesty International.

Obama's other stops in the region also underscore the potential pitfalls of going all-in in Asia.

Thailand's 2006 coup, which led to the ouster of the prime minister, strained relations with the U.S. and raised questions in Washington about the stability of its longtime regional ally. Cambodia, where Obama's visit also marks the first by a U.S. president, has a dismal human rights record.

White House officials have emphasized that Obama is only visiting Cambodia because it is hosting the East Asia Summit, an annual meeting the U.S. attends. Aides say the president will voice his human rights concerns during his meeting with Hun Sen, Cambodia's long-serving prime minister.

Still, human rights groups fear Obama's visit will be seen within Cambodia as an affirmation of the prime minister and a sign to opposition groups that the U.S. stands with the oppressive government, not with them.
